The Alliance's core membership consists of non-governmental organizations having consultative status with the UN and a substantial interest in various aspects of crime prevention, criminal justice administration and the treatment of offenders.

Other selected NGOs not in consultative status with UN bodies but actively dedicated to the prevention of crime and to improvements in criminal justice may be admitted into membership.

Recent Alliance Working Parties have also reached out to include participants, consisting of individuals or organizations, who limit their Alliance role to specific topics or areas under study.

The Alliance meets six times a year on the second Friday in January, March, May, July, September and November.
