CoNGO, Soda and SuperBowl 2014

Alliance concerns run the gamut from the horrendous issues of trafficking, child-soldiers, corruption and more to health and the rebuilding of victims lives, the complex issue of drugs and more. Then we have the lighter concerns — though in terms of prevention, no less important — like getting youth involved in volunteerism as a way to help them see new possibilities for their own future! So here are a few tid-bits of news. Volunteers On that front, Fairleigh Dickinson University is helping to support the involvement of young volunteers in the 2014 SuperBowl as volunteers. If you know of any youth groups that would benefit from becoming a part of the Volunteer Team, please download the information provided us and circulate it!   The Dangers of Soda… The American Journal Of Pediatrics has completed a study that examines soda consumption and aggressive behaviors, attention problems and withdrawal behavior among 5-year-old children. Civil Society Still Blocked From The UNCAC Working Group On Prevention

This is to update you on the latest steps taken by the Coalition Coordination Committee to gain government support for proposed decisions at the 5th Conference of States Parties in Panama in November. The UNCAC Coalition statement ahead of the 5th COSP has now been finalized and is attached here (for now without the Coalition letterhead). There was one change to Ask 11 after I circulated the statement to the Coalition for comment. The statement is currently being translated so that it will be available in all six UN languages and we’ll circulate all versions as soon as the translations are available. This Coalition statement has provided the basis for some Coalition advocacy ahead of the upcoming sessions of the UNCAC Working Group on Prevention and the UNCAC Working Group on Asset Recovery that will take place from Monday onwards at the UN in Vienna. These two Working Group meetings—together with the IRG meeting back in May—provide the only opportunity for States Parties to get together for in-person preparatory discussions in advance of the 5th COSP. However, according to government representatives that we have talked to, States Parties have thus far tabled neither informal proposals nor draft resolutions. Access To Information | Beneficial Ownership Transparency | Wrongful Exclusion of Civil Society Transparency International sent a Coalition letter to the Working Group on Prevention (via the Vienna Embassies of States Parties) ahead of its 3-day meeting—the letter is attached below. Appointment of Special Adviser to the Secretary-General on the Responsibility to Protect

ICRtoP welcomes the appointment of Dr. Jennifer Welsh as the Special Adviser to the Secretary-General on the Responsibility to Protect On 12 July 2013, the Spokesperson for the United Nations Secretary-General (UNSG) announced that Dr. Jennifer Welsh from the Oxford Institute for Ethics, Law and Armed Conflict at the University of Oxford has been appointed as Special Adviser to the UNSG on the Responsibility to Protect (RtoP). Dr. Welsh will be the second Special Adviser on RtoP, following Dr. Edward Luck who served in this role from February 2008 through July 2012. Dr. Welsh is currently a Professor of International Relations and Co-Director of the Oxford Institute for Ethics, Law and Armed Conflict at the University of Oxford. Her research has focused on the evolution of RtoP within the international community, the ethics of post-conflict reconstruction, the authority of the UN Security Council and issues surrounding the concept of sovereignty. Dr. Welsh has a Masters and Doctorate from the University of Oxford, where she studied as a Rhodes Scholar and an Honors Bachelors of Arts from the University of Saskatchewan in Canada. The mandate of the Special Adviser In a 2007 letter to the President of the United Nations Security Council and the 2010 Report on “Early Warning, Assessment and the Responsibility to Protect”, Secretary-General Ban Ki-moon recognized the need to further operationalize the RtoP norm through proposing the creation of the position of the Special Advisor on the Responsibility to Protect.
